We face a serious affordable-housing problem, more unhoused residents living on our streets, and growing concerns about public safety and disorder. Banks have locked their ATM vestibules. Stores are increasing security to protect their customers and merchandise. Many residents are increasingly uncomfortable shopping downtownAt the same time, our population growth has been almost non-existent, while development in surrounding municipalities has moved ahead. Most concerning of all, the past two Councils have failed to reverse—or even significantly slow—this decline.
